Brow Pomade adds colour and visible density. Brow Soap holds the hair where the spoolie leaves it and adds no colour. Either may be used alone.

They are two objects because they do two jobs. Colour is not hold, and hold is not colour.
If one job is enough
Brow Pomade stands alone when the decision is colour or visible density. Brow Soap stands alone when the decision is lift and hold without colour.
If both are used
Used together, colour comes first and hold second: work in Brow Pomade with the angled end of the Brow Duo Brush, then work Brow Soap wet through the spoolie.
